He’s promised you that whatever you declare locked on earth is locked in heaven and whatever you declare unlocked on earth is unlocked in the heavenlies (Matt. 16:19). That means you can speak the Word and bind wicked spirits. You can speak the Word and loose the angelic forces of God to work in your behalf.
